Theme: Stratum Developer Tutorial

Abstract
The first two parts are targeted at students and network engineers that are interested in using Stratum. The last part is targeted at developers who will be modifying or extending Stratum, including porting it to new platforms.
Part 2 will be demonstration-based. Participants can also follow the instructors and run the tutorial locally on Linux or Mac OS with Docker installed.
